Position Title: Communication Consultant – Central Bank of Somalia

Background
The Federal Government of Somalia, through the World Bank-funded SCALED-UP Project, aims to enhance access to digital financial and government services, particularly for women entrepreneurs. The Central Bank of Somalia (CBS) seeks a Communication Consultant to develop and implement effective communication strategies supporting this initiative.
Key Responsibilities
- Develop a SMART-based communication strategy, defining objectives, key messages, audiences, and channels.
- Advise CBS on media events, press conferences, and stakeholder engagement plans.
- Create and guide the production of communication materials such as publications, web content, talking points, and presentations.
- Monitor and report on developments relevant to CBS and craft social media plans to enhance visibility.
- Ensure timely publication and dissemination of CBS reports to donors and the public.
- Supervise and provide quality assurance for communication deliverables.
- Conduct media training and manage media relations.
- Prepare speeches in Somali and English for public delivery.
Qualifications
- Master’s degree with 8+ years of relevant experience or Bachelor’s degree with 10+ years of relevant experience in communication, journalism, or related fields.
- Strong proficiency in English and Somali with excellent writing and presentation skills.
- Proven track record in leading communication strategies with minimal supervision.
- Experience working with governments, international organizations, and stakeholders like the World Bank.
- Established media networks and experience managing media relations.
- Knowledge of Somalia’s media landscape, diaspora communities, and federal institutions.
- Demonstrated leadership and ability to articulate organizational priorities.
